On July 8, the Digital Video Broadcasting Project (DVB for short) Steering Committee meeting officially approved the video codec standard AVS3 derived from China as one of the next generation of video codec standards in the DVB standard system, aiming to promote the application and development of UHD video industry. It is understood that this is six months ahead of the original DVB work plan.

As we all know, DVB has developed technical standards for digital broadcasting (satellite, cable, ground and broadband networks), which have been widely adopted around the world. More than 150 organizations in 25 countries have joined the DVB system.

With nearly two years of efforts by AVS working group, AVS industry alliance and Shanghai haisi technology co., LTD., Huawei technology co., LTD., Shanghai digital TV national engineering research center, Peking University and pengcheng laboratory, AVS3 video and system standards (T / AI 109.2-2021 and T / AI 109.6-2022) was officially approved by DVB as DVB next generation video codec standard scheme.

The cooperation of AVS with DVB will promote the overall development of the 4K / 8K UHD industry, including AVS3.

Academician Gao Wen, Chair of the AVS workgroup, said: " The AVS3 standard is a coding standard for 4K / 8K uHD applications. The coding efficiency is about twice as high as the previous generation standard, which is the first standard of its type officially released in the world. The cooperation between AVS and DVB is of great significance to the application of AVS3 in the global market , and will strongly support the future development of the global UHD audio and video industry.”

Ding Wenhua, an academician of the Chinese Academy of Engineering, fully promoted the application of AVS standards in the HD channel of radio and TV when he was the Chief Engineer of CCTV, and deeply felt the driving force of AVS standard for the industry. Ding Wenhua was responsible for the cooperation between AVS and DVB, guided the comprehensive formulation of the test plan, laid a foundation for AVS3 standard to become the next generation standard of video coding of DVB. He said that the AVS series of standards had completed the formulation of three generations of standards, established a demonstration case to fully support the industrial development of Chinese standards, and the standards and the development of the industry are also deepening. The cooperation between AVS and DVB is an exploration of the internationalization of Chinese standards and a successful case of international cooperation.

From May 2020, DVB bangan to carry out its next-generation codec specification work, including AVS3 into the NGVC candidate standard vision, and the AVS3 application case was also listed as one of the priority support application cases. In the past two years, in DVB selection process, with the strong support of AVS and industry partners, AVS3 had been effectively proved to meet the commercial needs and various technical requirements of DVB NGVC. Objective performance tests showed that AVS3 saves 40.09% from HEVC on 4K video, met the important commercial requirements of enabling new technology, and its superior performance is fully recognized by DVB. In July 2021, DVB officially announced that it had developing lines for 4K / 8K broadcast broadband TV, with AVS3 as one of the three candidate codec specifications for its identification.

By July 2022, two DVB Blue Book specifications A001 (DVB-AVC) and A168 (IP Network Adaptive Streaming Transmission Specification, DVB-DASH) containing AVS3 were revised and approved by the DVB Steering Committee meeting. New versions of these DVB blue book specifications will be released soon, and will be further released as the corresponding European Telecommunications Standardization Association standards (ETSI TS 101 154 and TS 103 285, respectively).

With nearly two years of promotion efforts and standard formulation work, AVS3 was successfully incorporated into the DVB standard system as the next-generation of video codec specification. The AVS3 standard will be recommended to TV and video service operators worldwide within the UHD industry system. This is also a major milestone in the internationalization of AVS3, marking that AVS standards will have a great influence in the international standards and industrial system, and will effectively promote the industrialization and international application of AVS.
