关于AVS-P2必要专利的召集公告
鉴于数字音视频领域的中国国家标准《信息技术先进音视频编码 第2部分：视频》（即GB/T
20090.2-2006）（以下简称AVS-P2），已经由国家标准化管理委员会颁布实施，为在AVS标准产业化应用中推进专利池建设以及对专利池实施统一的许可工作，AVS专利池管理中心已启动AVS专利池的筹建工作。
AVS专利池建设将遵循以下原则：
（1）最大程度的将所有包含必要权利要求的专利吸收在内的原则；
（2）诚实信用原则；
（3）自愿参与原则；
（4）非排他性原则；
（5）非歧视性的管理原则。
AVS专利池提供的专利许可将遵循以下原则：
（1）公平非歧视性原则；
（2）专利许可模式简易可行原则；
（3）有竞争力的许可费用原则。
AVS专利池管理中心已启动AVS-P2标准必要专利的召集工作，本次召集期间为2008年3月1日至4月1日。请认为持有AVS-P2必要专利的单位或个人向AVS专利池管理中心提出评估申请。在召集日期截止后，将由AVS专利池管理中心组织AVS专利池评估专家对收到的专利进行AVS-P2必要专利符合性评估。
AVS专利池管理中心的法人登记名称是《北京市海淀区数字音视频标准推广中心》，该中心是一家非营利组织，并聘请了富有经验的专利专家作为AVS专利池独立评估人，为专利的申请人提供专利评估服务。

Patent Pool Administration, AVS
The Call for AVS-P2 Essential Patents
Audio and Video Coding Standard, the 2nd part, for
video coding has been published as National Standard GB/T
200090.2-2006 (AVS-P2 for short).
AVS-P2 has been issued by Standardization Administration
of China. To promote establishing patent pool and license
patents of patent pool in the process of AVS
industrialization, AVS Patent Pool Administration has begun
to establish AVS patent pool.
Principles of establishing AVS patent pool:
- maximum inclusion of essential patents
- good faith
- voluntary participation
- non-exclusiveness
- non discriminatory administration
Principles of licensing patents in AVS patent pool:
- fair and non-discriminatory
- simple and practicable licensing model
- competitive license fee
AVS PPA is now making a call for submission of
patents in AVS-P2, and invites individuals and organizations
that believe they own such essential patents to contact AVS
PPA to request evaluation. The period of this call for AVS
essential patents is from Mar. 1, 2008 to Apr. 1, 2008. AVS
PPA will organize Independent Evaluators to evaluate patents
submitted by patent holders to decide AVS-P2 essential
patents after the period of this call.
The legal name of AVS Patent Pool Administration is
Beijing Haidian Digital Audio Video Standard Promotion
Center. It is a non-profit organization, selecting
experienced and qualified patent experts to be Independent
Evaluator in AVS patent pool to evaluate patents submitted
for consideration as essential patents.
