    The Information Technology - Advanced Coding of Audio and Video - Part 13: Video Tool Library is issued by the State Administration for Market Regulation and the Standardization Administration of China, with the standard code of GB/T 20090.13-2017.

    The International Audio and Video Industry Forum and the 15th Anniversary Annual Meeting of AVS Standard was held in Beijing. At the meeting, Tencent, National Engineering Laboratory for Video Technology of Peking University, and AVS Industry Alliance announced their cooperation to jointly promote AVS2-based Internet Image and video standards development. Xian Yecheng, General Manager of Tencent Audio and Video Laboratory, said that the three parties will also jointly build the branch of the National Engineering Laboratory for Video Technology in Shenzhen, and the relevant research results will also be applied prior to Tencent's product line.

    The International Audio and Video Industry Forum and the 15th Anniversary Annual Meeting of AVS Standard was held in Beijing. Lin Jianhua, President of Peking University, Diao Shijing, Director of the Electronic Information Department of the Ministry of Industry and Information Technology, Wang Xiaojie, Director of the Science and Technology Department of the State Administration of Press, Publication, Radio, Film and Television, and Sun Wei, Deputy Director of the High-tech Industry Department of the National Development and Reform Commission, attended the meeting and delivered speeches. The conference focused on ultra-high definition, virtual reality, augmented reality, machine vision, perceptual computing, artificial intelligence and other cutting-edge technologies, and attracted more than 300 people including leaders of government departments, scientific research institutions, representatives of well-known enterprises and top industry experts to gather in Beijing to discuss international audio and video development trends and cutting-edge technologies such as artificial intelligence. Another blueprint for AVS was clearly demonstrated at this meeting: While adhering to innovative audio and video codec standards, aiming at the direction of virtual reality and artificial intelligence, launching related technology research and development, actively following up the trend from the information society to the intelligent era, innovating the future, and leading the intelligent audio-visual era. At the 15th anniversary, AVS was given A new meaning, A stands for AI (artificial intelligence) and V stands for VR (virtual reality).

    At the "Ninth Electronic Information Industry Standard Promotion Conference and China Information Technology Service Standard Annual Conference" guided by the Ministry of Industry and Information Technology and the Standardization Administration of China, the "Top Ten Events of Electronic Information Industry Standardization in 2016" were announced, and "the encoding efficiency of the ultra-high-definition standard AVS2 promulgated by China exceeding international standards" was selected: AVS2, China's second-generation digital video coding standard, was officially promulgated, and its coding efficiency is ahead of the latest international standards, marking that China's video technology and industry have officially entered the "double-ultra era" of "ultra-high definition" and "ultra-high efficiency". The full name of the standard is "Information Technology – High Efficiency Media Coding - Part 2: Video", and the standard number is GB/T 33475.2-2016. The standard specifies the decoding process of high-efficiency video compression method that adapts to a variety of bit rates, resolutions and quality requirements, and is suitable for various audio and video applications such as UHD TV and HD TV broadcasting. The AVS2 video coding efficiency is more than double that of the previous generation standard AVS+, and the compression efficiency exceeds the latest international standard HEVC (H.265). AVS2 also designs a scene coding mode for surveillance video, and its compression efficiency is twice that of HEVC (H.265), which is completely ahead of international standards. It supports the healthy development of China's video industry from the technical source, and supports Chinese video surveillance companies to occupy and dominate the international market.
