    Funded by the National 863 Program on Intelligent Computers (863-306), China sent a seven-member delegation to the 48th MPEG conference held in Vancouver, Canada. Before the conference, the Institute of Computing Technology of the Chinese Academy of Sciences, Tsinghua University and Beijing University of Technology submitted four proposals and presented two proposals at the conference. This was the first time that China had submitted proposals at the MPEG conference, from which we had learned a lot of experience and knowledge, and provided a theoretical basis for the study of relevant theories and technologies in China. Since 1997, more than 20 proposals have been submitted to the MPEG expert group in China. The participating institutions include: Institute of Computing Technology, Chinese Academy of Sciences, Tsinghua University, Microsoft Research Asia, Harbin Institute of Technology, Beijing University of Technology, and Hong Kong University of Science and Technology, etc.
